what is MAX_ALLOWED in security event

I was wondering to understand that what is "max_allowed" and "ACCESS_SYS_SEC" in security event logs in windows. I can reckon that max allowed : pointing at connection limit has exceed. but I'm not sure..... Event in windows security logs.
