Weird sockets with eduroam

(A friend of mine is having problems using the university network, so I brought his question to this site. Here is how he describes the problem: )

I'm using Windows 8 and using the Xampp netstat window i can see my computer opening a second socket(port 4770) to the eduroam server every time I connect. After that, it is closed and another socket with the same properties is opened using the port number of the just closed socket increased by one. This happens every few seconds and it seems to be the reason why my internet connection is about 1/8th as fast as it should be.

Could anyone please tell me why this is happening or how to prevent it?
