Local File Inclusion on a Windows Box

I don't see much info about this and I'm curious. Is there a way to get RCE like you would in a *nix box (e.g. /proc/self/environ, php wrappers, etc). What would be a way to pop a shell? (Assuming it's running asp or cfm)
