Password Database with AD integration + self hosted + not web based

My boss has asked me to find a good password vault solution for our small, web development type environment. We have about 3 teams of 4-5 people who regularly access internal webpages, remote desktops to web servers and sql servers, backoffice services...etc.

There's very specific features in mind like:

1) It has to be self hosted

2) Doesn't want web based.

3) There needs to be separation between user groups, and it needs to be managed by an admin.

4) Some sort of integration with our entirely windows based environment would be nice.

Now, I know this question has been asked before and I've looked at previous answers.

ManageEngine, CyberArk... they seem expensive and full of un-needed features. Also, I hate their websites; cheesy sentences, like-a-boss dictionary usage, and engrish orthograph when you look a bit closer... And the amount of time they've asked for my company's name, address and phone number for every simple action is very suspicious.

I'd love to use Keepass, but simply putting up several databases on a shared network drive isn't going to cut it for user separation and admin work.

So is there a simpler solution ? The budget isn't really the problem. Wasting money on bloatware is. Anything new and shiny in the password vault business these last years ?
