Classification System for Cyber Weapon Status

I have been studying cyber weapons for several years now, and have come up with this system for quantifying the classification of malware as a cyber weapon or not.

Is this helpful to use, or did I oversimplify the capabilities a cyber weapon may possess?

Essentially I used a system of algebraic relationships using qualitative matrices and a scaling system to result in a value of 0.4 (given that the analysis is of malware) and a value of 0.9 (given that if it is a truly complete cyber weapon, a value of '1' is impossible because the weapon would never be detected).

I am specifically asking if there may be categories I overlooked, that would help with the quantification system through qualitative measures?
