Slow torrent speed

I have a unusually slow peer to peer download speed (about 3-10 kbps).

At the same time, the normal download gives me the usual speed.

Here's a screen shot of the status bar of my BitTorrent client.

Other times, even if the icon turns green, the speed I get is just about 3-10 kbps or sometimes <20 kbps.

I am sure, that BitTorrent had made the firewall exceptions to my Windows Firewall at the time of installation.

Would a possible problem be with my ISP?
