Cryptographic Puzzle which can give access to a member in DC++

DC++ is a p2p network. In our college network when i try to access a share. He gave the following puzzle.

    YOUR LOVE FOR TREASURE
    WILL TAKE YOU TO "THE TREASURE OF LOVE"
START WITH Blum Blum Shub
    TALK WITH Diffie and Hellman
AND IF NEED BE, Prüfer(Prefer?) Rijndael
    FEED THE Serpent ATLEAST Two fishes
AND THEN THE SHALL THE TREASURE OF LOVE OPEN TO YOU

A FAIR WORD OF CAUTION:
    THE CHINESE ARE GOOD WITH LOTTERY,
    BUT SADLY NOT HERE !!
